Headlight problem

I have a headlight problem that seems unrelated to the bulbs. My driver's side headllight doesn't work - lowbeam or driving light.

I switched the bulbs from driver to passenger side but the problem stayed on the driver's side - it didn't move with the bulbs.

Is there something that drives the light bulbs? I noticed the wires are small gauge which tells me that the voltage might be higher to the bullbs to lessen the current. Is there a bulb driver in the system somewhere?
