B18 Swapped 89 Hatch Troubles

I swapped in a B18 out of a 91 Integra....when I stomp on the gas it bogs down like its going to stall.....then if I hold the accelerator down on the floor for a second the RPM's pick up and it runs like normal....but It almost stalls....Ive checked the troubleshoot guide in my Helms manual.....The motor has a intake, header, and a hollowed out cat....but its got OEM DX Exhaust on it still (I havent insured the car yet to get the exhaust done).....Ive replaced the fuel filter, New plugs(propperly gapped) and Ive checked all wiring.....it idles fine and runs smooth unless you really stomp on the gas.Could this be cause by the "Bottle Necking" exhaust...or could it be fuel pressure.....I just replaced the plug wires today with new 8.5mm ones......just incase its a spark issue.
Any help is appreciated !

its definately not the exhaust i'll tell you that much. the stock exhaust will make you lose a couple horsepower, but its not going to make the car crap out.

Well I guess its going to be the test and try method....I'll get a new regulator then put a few extra psi of fuel pressure into the system....try that..

timing is good.....Ive reset it 2 times.....so the only thing left to replace in the system is the fuel pump and add a pressure regulator.
