handbrake

hi im new on here.
just wondering if someone can help.
i have an 1990 sw20gti and has just failed its mot on handbrake adjstment.
the tester says it comes up to high and when put on the brake tester machine it only holds the car on 12 clicks .
the sticker on the bottom of the car says between 5-8 clicks.
the handbrake is new all round and it as tight as it can go.
is ther any other places on the car that on that model need adjusting??
eg calipers?
any help would be greatly recived as upset to see car just sat on drive

when you say adjusted as tight as it will go...where did you adjust it from?

from in the center of the car under the skid pannel.
its as tight as posibly get but iv been informed that there is room for titening but if tighned any more the other cables wont reach as its in a sorte of T piece shape and if not undone only twists round.
dont know what to do as only got until friday to sort it.
