1995 3.8L Grand Caravan SE Fuel gauge

My 1995 Grand Caravan SE fuel gauge will move towards empty after it has been running for a while, this has nothing to do with the fuel burning off. When you shut the van off and then restart, it will give an accurate reading. 2 questions; 1. How can I fix this problem, or does it need professional care? 2. If the gauge reads empty, even when gas is in the tank, does it shut off the fuel pump?
