Fan Belt ? on a 98 Sunfire

Got a buddy who's having a prob with putting on a new fan belt. I havent been over to look at it yet, but he's not sure what to do. He is having problems with the tension pully not giving him enough room to slip the new belt on.

Has anyone here seen or had this problem as well? Does anyone know the trick to getting this thing on. I mean a fan belt should be something simple right? Anyway if anyone can offer some advice it would be most helpful.

There is a forum from a while back that delt with this problem. I believe there are 3 positions on the tensioner and some times it is shot and has to be replaced.
