95 jetta overheating like crazy

my jetta temp gauge goes 3/4 of the gauge when i sit in traffic or if i hit a lot of stopsigns or lights. never goes past 3/4 but gets very annoying. could it be i need a new radiator or what???

As long as the cooling fan comes on then shuts off again (cycles on & off), showing it can keep the engine cool, there shouldn't be any problem.
