Is there a special tool to remove frt seat belt anchor (98 explorer)?

I am removing the front seats from my 98 explorer eddie bauer and replacing them with new seats because the leather got ripped up. I removed the 4 bolts holding passenger seat to the floor pan, but there is a bolt hoding the seat belt anchor to the floor. Is there a special tool required to remove this bolt? Any help at all would be appreciated. Thanks!! Kevin
