95 brake light switch

I have a 95 jetta that the previous owner put 30A fuses in the brake lights when they should have been 10A. No matter what amp the fuse is that i put in, it always blows and my brake lights dont work. Does anyone know where the brake light switch is or do you know any other way to fix it? THX.

The brake light switch is on the brake pedal bracket. I suspect something like a wrong bulb jammed into the socket improperly or wire shorted in the trunk area.
