I may be wrong but i remember a couple cars that would not rev past 4500'sh when in neutral. They were auto's though, so if you got a manual that is doin that i have no clue what to tell ya.

there's really no point in revving very high in neutral. in fact it can hurt your motor. modern engines are designed to be reved under load. besides, is you exhaust is good enough then just a little revving will scare off most ricers =)
