Windshield Wiper Will Not Turn OFF 1994 S-10 Blazer
When I turn the windshield wipers off they kick into the highest speed and will not turn off. Tried cleaning around the switch. Any suggestion is helpful.

Try going back to the dealer and ask if there are any recalls available for your wiper motor or switch assembly. I have a 96 Z71 and there was a safety recall(FREE REPLACEMENT) for a wiper motor time delay circuit board. Weak solder joints. Took 15 minutes to replace. Hope this helps. I dunno if this is a smart idea or not, but you could take the arm off for the time being so you dont' damage the arms by having the rubber scrape across the windshield. Just a suggestion.

that or just pull the wiper fuse.
