1997 1ton 7.4 rough start new fp and fpr

i have a 1997 chevy 1 ton with a vortec 7.4. starts rough intermitantly, i installed a new fuel pump because it was melting the fuel pump relay, still same. installed regulator with gm one. maybe a little better but still rough sometimes, adjusted timing to 0 degrees using my genesis tool, it was at -14? replaced crank sensor because previous mechanic used one from napa. found one weak battery replaced it. running out of ideas
