It kind of looks like a grounding kit to me...it accomplishes the same thing at least. Import tuner uses hyperground grounding kits, and have reported actual gains every single time they use them. The theory - stabalizing the electric current by connecting wires to certain parts of the engine will increase power by a little. Sometimes its like 5 hp at the wheels, all for $100 or so. Maybe I'm completely off though.

actually, I was looking through the current issue of Import Tuner later on today, and found exactly what this thing is in the "power pages" section. This unit gave 1-3 hp across the entire rpm range on a toyota mr2. However, the kind they used goes for $200-300. This might just be a good deal if you want those kind of impovements.
