2000 Stratus Ignition Problem

Hey all my mother has a 2000 Dodge Stratus SE now heres the problem. When the she shuts off the car the key doesnt turn back all the way, it stays about a quarter be4 to starting the car it will just leave the odometer on. Now today i figured a way to get the key out I just lower the steering wheel all the way down and it comes right out. Before that my mom would just leave the key in the ignition believe it or not. So does anyone have any idea what the heck is going on Thanks in advance.

did you get recall? there is a problem with some models- the shifter doesn't go all the way into park
