Talking my civic has a rough idle

My car idles all over the place sometimes at 600rpms or at 2500rpms,1000rpms etc. I have a fuel regulator, intake.I have tried the idle screw and that kinda points it at either a high idle or low,i cant get in the middle.the throttle body makes a wierd i sucking sound that is pretty loud.you can only hear it at idle.and the idle is bouncing all up and down.
