Air Pump - Secondary Injection System

I recently got my Blazer scanned and an error came up about the air pump. I checked it out and the air pump fuse was blown. I removed the pump and took it apart. AS soon as I removed the hose from the pump it was completely filled with water. I let everything dry out for a few hours and put everything back together. The new fuse I put in blew after I started it. So then I took the pump back out to see if more water was inside. Nothing. I removed the cover and exposed the pump to move it to see if it was jammed. A little bit. I left the pump opened and hooked it back up to the system along with another fuse. I started the car and the pump went for about 5 seconds and the fuse blew again. Could it be a short in the system or the pump? Or could the pump be too congested with corrosion to move freely? I am not sure what to do. Get a new pump I guess. Any suggestions are greatly appreciated. Thanks
