Question driver seat belt problem - 93 escort 1.9 hatchbk

My 93 escort hatchback 1.9L has seat belt which automatically move down and wrap the driver's shoulder when door closes.

There is a lap belt which has to be manually tightened.

the moving part of the seat belt suddenly stopped working. It is now in open position (as in when the door is open.). it does not move forard and wrap around the driver when the door is closed. I cannot pull the belt forward or anything. the motor seems to have stuck there.

I checked the fuses on the driver side under the dashborad by holding them against sunlight. all the fuse wire elements inside the the fuese seem to be intact. so i guess there is no blown fuses

I have no further trouble shooting clue. Can anyone pls advice?

That happened to me, I could hear the motor sometimes trying to turn. I pulled the fuse, yanked the belt a few times over a week, and it finally came loose, put the fuse back and it's been ok since. I don't know why.

Same. I can hear the motor trying to 'come on'
while the ignition is turned to 'on' position.
So you mean to say, you pulled away the fuse and kept it away, then try to yank the belt free? and put it back only after it started working?
I am puzzled. how would the motor work without the fuse on? anyway, i don't have any other clue to this mistery.

The motor don't work with the fuse out. I suspect the problem was the belt got jammed in the mechanism somewhere. Long as the fuse was in, the motor kept it jammed. After a week of not being tightened up constantly, the belt loosened up to where I could yank it loose. That's about all I can figure.
