97 Plymouth Voyager Electrical (Poltergeist) Problem???

Odometer lights flicker, interior light flickers, speedometer and other gauges go haywire also making winding cranking noise in steering column. After shutting engine off, can't restart in park. Put in neutral van started. On my way home from work yesterday odometer light flickered for about 15 seconds then stopped. Made it home and turned off engine. Started up van about 4 hours later with no symptons. Next morning went to start and all symptons occured once again. As they were occuring put foot on brake and they stop - take foot off brake and they start again. But this time not even putting in neutral would start van. Even continued to occur after taking key out of ignition. Mechanic said it could be ignition switch??? I'm really disgusted with this van and would like to know if anyboby else out there ever experienced something like this and if there are any remedies. Thanks!!!
