CODE 16, form my ECU - what should i go check??

1990 honda civic, and my ecu has been throwing a code 16 (blinks 16 times - is that right?)
I looked it up and it says fuel injection problem..
This car had that since the day I got it, and I had no idea that there was somthing wrong with the car..

what to do now...

any one have any ideas, or what I should go check...
maybe this is why my car has ran like shit since i got it...

If its fuel injection problems, create a list of all fuel realted components and start testing/running down the list to make sure everything is running properly. eliminate as you go. what mileage is on the motor and which motor do you have? is it the Dual point FI?
