1981 4x4, inconsistent idle, rough ride

I have a 1981 4x4 pickup. Recently the starter has been acting up, I've had to jump start it every so often. It's not the battery, because it can happen 30 seconds after shutting it off. All that I need to do to restart it is roll it a few inches and pop the clutch, then use the key. Is this the starter or just a poor connection somewhere? new battery already put in.

Also, for the past week my idle has not been reliable and the truck is driving really rough. I've used the carb cleaner spray, but it doesn't work. The idle sometimes sits around 2500 rpm, then it will drop down to nothing and stall, other times it will idle, but go from 800-1200 rpm, back and forth. Is this a burnt out carb? does this explain for the rough ride? would the rough ride or bad idle be a timing chain problem? Any help would be much appreciated.

First problem is common on toyota, inexpensive to fix go to this website.

I dont have much experiace on carb trucks but on Fuel infected trucks it is a carbon build up that causes this. No matter how muc spray I use I always have to take the T-body off and clean it thoroughly to cure this idle problem. be sure to check for a vaccum leak. Wish I could be more specific to the carb engine, but that is outside of my experiance.
