94 V6 smog test near fail

My 94 V6 just went to do the smog test and at the 15mph test it was close to failing on the hydrocarbon ppm test. The upper limit is 87 and mine was at 77 ave. is 18. The 25 mph test was at 11 max being 52. So at low speed it pollutes alot. Oil change wasn't done beforehand (5k on full sythetic oil). Or plugs. This was done before for smog checks and the results didn't change much.
It is slowly getting worse. I have smog checks every 2 years any ideas?
So, what I am asking is what else needs to be looked at?

check air filter, replace pcv, clean egr valve, check fuel filter, check plug wires, run some techron concentrate in gas to clean out fuel system.

Maybe the EGR and PCV. The fuel filter shouldn't affect the results even if it's not been changed.

Yep, could be the cat is getting weak. Only other thing is to make sure the truck is good & HOT before the smog test.

Hmm, could be the cat...she has been around the truck :-) there is 132k mi on them... and I did the O2 16k ago becuse it went bad
It is always good and hot when I smog..
