1995 ga 2.3 idling problems

I have a 1995 pontiac grand am with the 2.3 quad four. Spent alot of money on the motor. Even before the motor work i was have problems with the car surging when its cold. It takes about 5 minutes but nobody knows more about the motor than me around here and its frustrating. One guy said that it was something in the cold loop and my brother thinks that it is the fuel pressure regulator. I would appreciate any help
