Fuel Pump Not Working

I got a 95 Ranger 2.3L 4cyl. with 77,000 miles from a friend which is on air bags and body dropped. The truck was in a front end accident, my friend fixed the truck and but everything back together except hooking up the wiring in under the hood. So when I got it I hooked it all up. I tried starting the truck, it turned over but didnt run. I checked the spark and then noticed the fuel pump insnt turning on. So I took the power wire and hooked it straight to the battery and it worked. So I do know that the fuel pump does work. I used my ohm meter and read that the fuel pump relay has only 7 volts and in the cab where the fuel pump switch is to turn off the pump when you get in a accident only reads 7 volts too.. does anyone know what could be wrong.. im in desperate need of help!
