98 cherokee starting hard

I have a 98 cherokee, just replaced the battery, noticed it didn't change my problem. After it sits for a while I can crank for a long time and it does not turn over (if it does happen to fire it usually is rough and chugs and usually stalls back out). If after I try once and it just cranks, then I stop and try again it starts up right away.
The alternator and battery are great so I was told it was the starter, got that replaced...wasn't even close, still did the same exact thing starting it at the repair shop. Not sure where to go to next...ignition, feul injection?

Does it happen hot, cold, need more details.

Can you start it at all?
Have you done a tune up yet?
When it happens cold, hot, need more input.
How many miles on vehicle?
I have hot start problem, found that return line wasn't holding fuel pressure after a drive (full warm up) ...replcd sending unit, since then OK.
