do anybody know if i can take the front bumper, rear bumper, and side skurts, off a 2000 and up model of a monte carlo on my 96 lumina.

No, but you can use the front bumper off of a 95-99 Monte Carlo. Check out www.mymonte.com - you can find all the info you need there.
