wipers don't work on high

They still work on low and intermittent, but not on high ... they just sort of flop back and forth a little but don't move.

This is a new problem since replacing the battery (which involved removing a metal brace, removing the washer fluid reservoir, and practically removing the air intake ... I'm sorry to say this but this is the stupidest place to put a battery I've seen in my 41 years on this planet.

I don't see how this could have affected the wipers, so it may be completely unrelated ... any ideas?
