Question Accord Brakes?

Hello,
I have two questions related to brakes for 96 Accord. First, my front brakes are worn down to 5/32 of an inch. I was told I should have the rotors resurfaced to prevent any squeeking or whistling when the new pads go on. At other places I've taken my brakes to get fixed, they haven't recommended resurfacing. Is resurfacing a scam? Second. This question is about brake fluid for the Accord. I've been told it is dirty and that I should have it flushed. How much difference does this make? Is it something I should have done? It's fairly expensive at $70. Is it something I could do myself relatively easily (i.e. wrenches, brake fluid)?

Thank you for any help.
