91 Cherokee Fog Light Malfunction

I have a '91 cherokee ltd. The jeep has the factory fog lights that mount above the bumper. I havent used them for a really long time, as they rusted into nothing! Finally had the cash and installed two OEM lights with the factory harness.

Problem: When you hit the switch (with the low beams on of course) the switch light comes on, but the lights do not. Checked the fuse in the wheel well and the box on the motor, both are fine. My light under the hood lights, and I think these are the same circuit.

Question:

How should I trouble shoot this? Is there something Im missing?

I have had the in-dash switch go bad before. The dealer had a new one for about 8 dollars I think but it has been awhile.
