ECU connectors missing

Hi,

I have a 97’ Civic EX

Recently I’ve god a warning light to check my engine and I went to the Honda garage to read the malfunction code on the ECU, but they could not fined the wires witch you could connect to the their computer (data link connector and SCS service connector). The guy’s wore looking under the dash for about 45 minutes and couldn’t fined any thing. Their theory is that some one have cutoff the wires by accident (could be the previous owners).
If they are really wore cutoff, how can I make the new one and where can I get the new connector?
