Help on Spare tire

I am new to the forum. I have a 2000 dodge Grand caravan. I have a flat tire today and was trying to remove the spare tire and follwing the instructions in the manual, the spare tire does not come out. I have followed the instructions in the manual. It would be very helpful if anyone could guide me how to solve this problem.

What exactly happens when your try to winch down the spare tire? Did the cable come down and the tire not come down with it? A little more info would be useful...
