Could speedometer failure also prevent shifting?

I previously reported an issue with the speedometer and odemeter on my '99 Voyager. I tried to drive it this morning and discovered that it is not shifting out of first. Needless to say, I ended up turning around and going back home.

Does the speedometer indicate to the transmission when to shift?

yes sounds like the output shaft sensor in the trans, cost about $23
