Important: Are Skyline Replicas Counted As Custom?

ARE SKYLINE REPLICAS COUNTED AS CUSTOM BECAUSE CUSTOM CARS DON't have to go through motorex and i was planning on buying a replica made in new zealand. It has the skyline gtr turbo engine.
THE WHOLE CAR WAS MADE FROM SCRACHT. YOU GUYS OBVIOUSLY KNOW WHAT A REPLICA IS IT IS NOT MASS PRODUCED OBVIOUSLY.

QUESTION
ARE SKYLINE REPLICAS COUNTED AS CUSTOM?

Well each and every of the 50 states handles replica and kit cars differently, so it really depends on the state. Many states use the original year of the engine to determine emissions. Some states go by the year of the car you are trying to replicate. However, since you are trying to do a foriegn car replica, with a foriegn engine that is not US legal, it could become a can of worms.

I am big into the FFR (Shelby 427 Cobra) replica boards. Many of the owners run into varying problems in varying states. Some states are very easy others are Nazis. I've never heard of a foriegn non-compliant engine making it into kit, but I could be wrong. I do hear that each and every state is extremely strict about having valid reciepts for the used parts or they bounce you.

You may want to ask the advice of someone from MOTOREX or R&B Motoring about importing a non-compliant engine.

Your idea is interesting. I toyed with the idea of doing the same, but once again, don't feel like fighting the red tape.

Good luck.

Yes---keep us updated, as it has been a personal interest of mine to see whether it would be feasible to create a Skyline replica, similar to the Shelby Cobra (FFR?).

Oh, yeah...One other thing...
Importing a non-compliant engine is no big deal. They'll deliver it to your doorstep, although I would recommend having it shipped to the shop you're gonna have install it.
There is no red tape for engines.

A Skyline replica utilizing a used RB motor and drivetrain would be considdered a Kit Car and eventually attain status as being a "rebuilt motor vehicle" by the EPA. See following link for more details:
http://www.epa.gov/otaq/imports/kitcar.htm

Upon completion of the build you would need to register the vehicle. At that point you would be faced with a vehicle built around a non-compliant engine. You would then need to have someone compliance the engine for you. From what I've seen here, that is several thousand dollars.

In the end you are most likely looking at quite a big hit of money, probablly close to the cost of a similar real Skyline from Motorex.

Based on kits from FFR, that use an inexpensive donor 5.0 Mustang:
(cost completed):
1965 Roadster $18,000 -$35,000 (Open air Shelby Cobra replica)
1965 Coupe $30,000-$50,000 (Hard top Daytona Coupe replica)

and the ultima GTR from England (uses 350 Chevy):
Ultima GTR $50,000 (still needs engine, tranny, and paint) [$80,000+]

I would say you would be well into the $50,000 range for the completed Skyline kit, maybe closer to $80,000 with nice engine work and paint.

(If it were easy, everyone would be doing it!)

You are correct, no red tape on the motor from the EPA at least. However you will need to compliance the motor before using it in a motor vehicle.

from the EPA web page: http://www.epa.gov/otaq/imports/kitcar.htm

...4. The production, sale and importation of vehicle parts (engines, transmissions, chassis, vehicle bodies, etc.) are not regulated by EPA because parts are not considered motor vehicles under the Clean Air Act. However if the parts constitute a disassembled vehicle or an approximate disassembled vehicle, the combination is considered a motor vehicle under the Clean Air Act. Any attempt to use this policy to circumvent the Clean Air Act or the Imports regulations will be considered a violation of the Clean Air Act and will be strictly enforced. An example of such circumvention is:

A kit car maker who also provides the engine and transmission before or after production/importation of the body/chassis.

Mind explaining that? If Motorex wasn't around, it just means that there would be another company doing legalization...at best. Who knows, maybe there wouldn't be any companies doing it at all. If that were the case, how would we get legal Skylines in the US?
