Angry 89 civic won't shift past 3rd tach only goes to 3500 rpms. HELP PLEASE!!!

I searched this thing for hours and couldn't find anything. My 89 civic is not shifting right. It's a stick. when warmed up it idles at 3500 rpms. it won't shift past 3rd gear and tach stays at 3500 rpms. if i try to shift higher it bogs out and wants to stall. does anyone know what could be wrong? pleaseeeeeeeee!!!

check your timing. your belt could have sliped a tooth.
