fuel sending unit '99

I have a '99 alero 4 cyl. The fuel gauges jumps from absolute empty to completely full at random. it does this no matter how much fuel is in the tank.
1. is this the sending unit in the tank or a short?
2. is there a recall on this?

I'm not sure if there is a recall on this, but I do know it was a common problem on earlier Alero's. It is caused by a bad fuel level sensor. For recall info, check out Alldata.com.
