Did you make sure the brake mechanism sat correctly when you rebuilt it? It is probably a problem with the leading shoe. Make sure the brakes are not too tightly adjusted. Take off the drum and see if it comes off easily. Back off slightly on the star wheel if it binds coming off. You shouldn't have any problem taking off the drum if you have just replaced the shoes and resurfaced the drum. Did you replace all the springs? I would do that every time I replace the brake shoes.
Possibly the return springs are not on correctly. If you only put them back the way they were and they were on wrong at first, they may still be on wrong. Check them by finding a picture and matching the appearance of the assembly with that of the picture.
Might be your parking brake mechanism in that wheel is not releasing all the way and the brake shoes are dragging. The bellcrank may be rusted and binding where it pivots on the bellcrank bracket, the return spring on the bellcrank may be weak (not too likely unless your brakes have been seriously overheated at some time), or the brake shoes may not be lubricated with high-temperature grease everywhere it is needed. Is the bellcrank boot in good shape? If not, replace it.
Another possibility is the brake cylinder is pitted from rust and the shoes don't retract all the way. Check for brake fluid in the cylinder behind the boots.
Make sure the parking brake mechanism and the brake shoes are freely moving and lubricated. If it still makes the noise, then consider checking the brake cylinder - honing it may be possible.
My best guess is that you didn't grease the brake and parking brake mechanisms well or the bellcrank is rusted.
