can bad egr cause crank but no start?

Im at the end of my rope! I had some work done to my 94 lumina (thought it needed a new tranny turned out to be bad wiring in the prndl) On thier test drive they told me that the car stalled at stop signs (never happened before) I thought maybe because I drove it 18 miles in 1st gear It maybe acting out. so I took it home.It stalled once then ran fine on the trip home.I went to start it up later and it cranked but didnt catch. I checked a number of things, map sensor is new , found a rats nest in air filter, checked fuses, pressed fuel tester gas comes out, fuel pump hums, when it did catch once I drove it for a short time parked it and did a diagnostic test , a 32 came up? egr? took it off cleaned it (very dirty)still nothing just cranking away.Right now Im charging my new dead battery so that I can try it again.I read somewhere that the pnp is involed with the egr, could that cause the code 32? one more bit of info I left my 4ways on when we dropped it off at the shop they had to jump it the next day thank you for all you help, this is a great site!

What I would do is pull off the intake plenum and soak it down with carb cleaner. Clean it out with a wire brush and plenty of water. Let it dry and put it back on. Also get a can of Seafoam and run that in through a vacuum line. Directions are on the back of the can. And trust me it works.
