Unhappy 97 Grand AM Shifts hard between 1st and 2nd. 97

I thought I had this problem fixed. We had found a vacuum line broke into. The shifting improved, but the longer you drive the car the worse the shifting gets. Should I replace the vacuum modulator and see if this works before taking to dealer? Any help would be greatly appreciated.

It's an automatic. I just replaced the vacuum modulator and it made no difference. The guy at NAPA suggested an additive, guess I'll try that next.

Lucas transmission fix. Bought it from NAPA. Fluid is slightly overfilled already so will have to drain some before I can add it. Will let you know if it works.

Lucas additive didn't help. A service bulitin I read suggested replacing the control valve body assembly with the updated control valves. Bulletin# 67-71-64.
Does anyone know about what the cost would be if done by dealer. If this turns out to be the problem?
