93 Lebaron LE turn signals

Just wondering if you guys can give me some help. We have already replaced the flasher, but the turn signals will not blink. All bulbs are good and they will light up when you turn on the signals but will not blink. The hazards do flash though.

If one side only, it's a bad ground (usely close to the
Light module).
If both side it the in dash module.
