jdm h22a v-tec problems

I have a '00 civic w/ a 92-96 JDM H22A. For a while my v-tec kicked in but when it would first start to kick in it would surge. Now it doesn't kick in at all. Whats up? can someone help me out?

skunk2 ecu
JDM silk road full coilovers
gs-r brakes F+R

Forged rear lower arms
more tie bars than you have fingers, upper, mid, and lower rear
etc...

1. Ricer Any oriental import(not always) car that has been modified for no real performance gain.
(Ricer: car with no engine mods, a body kit, and possibly stickers. Made to look fast.)

check your oil pressure. if there isn't enough oil pressure, vtec won't engage. is the engine warmed up when you get on it? vtec won't engage on a cold engine either.
