help wiring projectors

okay had serious headlight problems, but brought it in for a little work yesterday. they only did an hour's work, but (kinda) fixed part of the problem. i got 2 probs:
1) if the voltage to the wire going to the h3 bulb is 11.3 when car is off, 13.10 when car is on, is that correct? should the bulb light?

2) when i went there to get it, 3 out of 4 bulbs were lit. only one low beam was not lit, which is the one referred to in question one. once on the road, i realized that if i switch my lights from off to the first position, which should just light the low beams, nothing happens. the low beam that works only goes on when i also put my high beams on. what the hell caused that?

nevermind i figured it out. i was grounding to the chassis instead of the lamp unit. stupid
