Starting Disabled?

I have a 91 Tornado Trofeo that wont start. When u turn the key it says starting disabled. What does this mean?

I know this is a little late, but here it is anyway. Probably a broken wire in the steering column. There are two very small wires that are moved back and forth every time you move the key, so they break fairly easily.
Local shop should be able to fix it for less than 200 bucks including labor.
