One way fuel valve and dashpot vacuum valve

Hello,
We have a 84 civic, and discovered that sometime in it's life, someone replaced the one way fuel valve in the fuel return line with a fuel filter. Anyone know where you can get a replacement valve without paying an arm and a leg at a dealer?

Also, there is a valve in the vacuum line going to the carb dashpot that doesn't seem to work right, but we aren't sure exactly how it is supposed to function. Any one that can help with that? It doesn't seem to be a total check valve or one way valve, at least not the way it is working now, but I'm not sure if that is by design or due to wear and tear on the valve.
