98 stratus wont start part time

98 2.4 will start a hundred times then it seems to whirl but wont start have had checked by mechanic and several parts replaced but still happens it seems to happen more if car is setting outside in hot sun have replaced plugs and wires crankshaft sensor fuel filter anyone had this problem please respond
