Question about primer surface

I just applied primer to a car body, and there are miniscule bumps that I can feel as I run my finger across... should I sand the surface down so that it's smooth or is it okay to spray the body color on this?

My feeling is ur primer should be smooth. The golden rule is "PAINT HIDES NOTHING". Sand the primer with 2000 grit paper wash the model and then it should be ready for painting. Remember light coats first then a couple of wet coats.

You must sand it or you will get bad finish, in future heat primer (if it is in can), or apply it from closer range but with quick movement. When you sand it do it with water it will go much better.
