Angry EACV valve misfunctionning Civic

On my 1991 Civic I have some trouble when engine is warm/hot (i.e traffic jams).
The idle is misfunctioning ranging from 1500RPM to 2000RPM.

A little kick on the accelerator takes the idle back to 900 RPM.

I was told that the Electronic Air Control Valve is the culprit. I dismounted it and cleanned it with carburator cleaner, but still I get the same pb.

Do you know it if it is possible to disassemble it to completely clean by hand the inside and lube the valve. It seemed sealed to me, but I did not was want to force on it to open it .

Has someone done this experience ?

(a new EACV valve costs $450 !!! a rip off) for a 12 year old car
