96 accord halo projector light problems working

I have the angel eye projector headlights on my 96 accord ex. The car usualy runs a 9906 for a low beam but the projectors use an h3 whick seems odd to me. The low beam h3's keep burning out and the caps almost seems to be meltinga tiny bit. Ive checked fuses and some wiring but not sure what the problem is. Has anyone else had this problem and if so can they offer any help? Ive been told maybe a new harness would help but I don't know much about it or where to get this. Any advice?
