Error code 31. Replace ECM???

I have a 95 Maxima SE. The MIL code indicates code 31, replace ECM.
Is this conclusive? Is there any other test I should run? Is is better to get a remanufactured ECM or go to a salvage yard?
Is it difficult to replace the ECM?
Any help will be greatly appreciated.
