93 Park Ave High Idle

My dad has a 93 PA that occanissionally will not go back to normal idle rpm. I am not sure of the details but his mechanic has changed the PCM and a "throttle control valve". Suggestions would be appriciated

Remove and clean with carb cleaner and a toothbrush the IAC valve and its hole. Be carefull not to move the pintle(point) in or out. Good Luck.
