2000 Mustang Headlight Issue

I'm am looking at purchasing a mustang. The main thing that is worrying my about the car is the problem with the headlights. The highbeam indicator light is always on. When you get in the car, if the headlight lever is at its natural position, the highbeams are on. If you push it away from you, it switches to low beams, but the indicator light for highbeams stays on and the lowbeams are really dim. Could this be a ground wire issue? Some reversed wires? Vehicle possibly been wrecked?
