He actually meant FIA (International Automobile Association), the governing body of many types of car racing. FIM is the same for motorcycles.

(Hiding my face in embarrasment).

Sorry. I have been following Motogp (bikes) pretty hard this year, so I got my organizations flipped. I used to think the pro cars had crazy numbers, but i watched a Makinen interview where he kind of broke down the numbers.
Anything over 300hp is undrivable in the conditions they subject the cars to. It is all about low-end response and acceleration out of and during corners anyways. A 500 HP car would be worthless in the snow and mud.

WRC Are all limited to 300 hp usually by turbo restrictors but they instead produce huge amounts of torque.
