Dash lights

I have 99 chevy cavalier. I noticed when I bought it that when I turned on the headlights, that the turn signal lights would come on. Is this normal for a cavalier? I have heard of a few other ones around my area that do the same thing. Or should I have the wiring in the dash and around the motor looked at? I also noticed the factory Wiring harness was cut, but they respliced it once they realized that they made a mistake by cutting it. And that is all intact. Could that be some of the problem. I have heard Poor ground connections can cause problems of this sort. Any help is appreciated

There is a recall for the dash light dimmer switch there is a short problem with them.

Do you know how long the recall has been out? And would they work on it since they messed with the radio harness? And does it cost anything or no. for the recalls. I don't believe they do but I am unsure.
